Align resources and develop operations and systems driven by continuous improvement to address IDEA challenges.

Leaders must view effective organizational leadership—including operations, systems, and resource allocations essential for creating a productive environment for children with disabilities.
Indicators of Success
- Utilize evidence-based inquiry. Build collective action on a foundation of evidence-based inquiry, and apply research to inform leadership practices for continuous improvement of learning, teaching, and advocacy for children with disabilities.
- Drive systems change. Champion innovative responses to local and institutional challenges from children, teachers, parents, and community members, and implement systems change strategies aligned with and informed by IDEA.
- Promote collaboration. Configure, authorize, and mobilize new roles and responsibilities, and oversee the development and deployment of structures, routines, schedules, and tools, so that general educators, special educators, and related service providers can collaborate more effectively to support children with disabilities.
- Align systems. Align external resources, policies, procedures, and budgets with school and program goals to support core programs and services that fully integrate children with disabilities.
