In many schools, educators encounter significant obstacles in leveraging data effectively to ensure that students with disabilities can access the general curriculum and benefit from instruction. Fragmented data systems, limited training, and lack of time for staff collaboration hinder effective data use for students with disabilities. As a result, educators often struggle to translate individualized education program (IEP) data, assessment results, and progress monitoring into cohesive, actionable plans that drive individualized instruction and support for students with disabilities. This, in turn, widens achievement gaps and diminishes educational outcomes for these students.
Effective principals address these issues by building staff data literacy. These principals offer professional development and coaching, ensure adequate time and infrastructure for data collection and analysis, and help staff use data to continuously improve systems that support high-quality instruction. General and special educators need time and space to review student data and problem-solve together to ensure that core instruction is responsive to the needs of all learners, including students with disabilities. Through these collaborative structures, teams can leverage the data-based individualization process to tailor and intensify supports based on student-specific data, promoting more effective and equitable outcomes for students with disabilities. By actively participating in these collaborative efforts, principals provide feedback, reinforce accountability, and promote a culture of continuous improvement, while also using their decision-making authority to allocate the time and resources necessary for effective implementation of these data-driven practices—ultimately leading to better student outcomes and enhanced teamwork.

This tool was developed in partnership with the PROGRESS Center, and the National Center on Intensive Intervention, federally funded technical assistance centers working to bring extensive expertise in evidence-based practices, intervention, special education law and policy, and engagement with educators, families, and leaders to develop and implement high-quality instructional programming for students with disabilities.
