Rebecca Breen,
Rebecca Breen is the Director of the EASTCONN Birth to Three program, a contracted early intervention program of the Connecticut Birth to Three System. As director she is responsible for overseeing the program budget. This ensures a quality and financially stable program that meets the needs of children and families in the northeast region. In this role she analyzes and evaluates data to monitor program performance and provider productivity. Specifically focusing on compliance of procedures and grant requirements according to Part C regulations of IDEA. She has extensive experience with early childhood special education services and evaluation. This includes supporting families in the transition from Part C to Part B services. Rebecca has worked in early childhood special education and Birth to Three for over 25 years. Roles have included Disabilities Coordinator for Head Start, Consultant to School Readiness, and a service coordinator/provider, Team Leader and Director for Birth to Three. Rebecca earned two degrees from the University of Saint Joseph in Connecticut. Her bachelor’s degree is in Special Education with a teaching certification (Pre-K to Grade 12). Rebecca continued on to earn her master’s degree in Early Childhood Special Education. Her passion encompasses all aspects of early childhood special education.
