Learning Block 3: Leading Part C Service Delivery: From Oversight to Coherent, High‑Quality Practice

Early intervention (EI) program administrators are responsible for ensuring high‑quality, family‑centered Part C services—but service delivery is complex and often spans multiple providers, settings, and community partners, making consistency and coherence difficult to achieve.

This learning block is designed to address that challenge. It supports EI program administrators in moving from oversight and program compliance to intentional leadership of interagency service delivery systems serving infants and toddlers with disabilities and their families.

Through focused learning, application, and peer exchange, participants will explore leadership practices that help align teams, support providers, and partner with families—without leaders needing to manage every individual service. By the end of the learning block, EI program administrators will be better equipped to lead coordinated, high‑quality, and responsive Part C services across programs and communities. 

Learning Block 3 Objectives:

• Clarify the responsibilities of EI leaders in supporting effective Part C service delivery.
• Examine leadership practices that strengthen and support Part C service providers, teams, and community partners in delivering high-quality services in home and/or community-based settings for eligible infants and toddlers and their families.
• Identify leadership approaches for engaging and partnering with families to ensure services reflect family priorities, cultural contexts, and child strengths.
